Where the word creepy comes from
Creep is Old English creopan, to move with the body close to the ground. Creepy is much younger, from the eighteen hundreds, and it names the sensation rather than the thing: skin that feels like something is moving across it.
The word describes your own body's reaction, not the ghost. That is the whole trick of it.
