Where the word hooray comes from
Hooray is one of a family that includes hurrah and huzza, and every one of them is argued about. The likeliest line runs back through the German hurra to a cry used by soldiers.
Nobody says it quietly, and that is the whole of its usefulness in a room where something is being celebrated.
